I assume you mean the Panelbuilder 1200? That software is used to configure the older panelview HMI units from Allen Bradley. RSView32 is Rockewell's older (but still supported) SCADA system designed to run on PC's. So the Panelbuilder software is used to configure programs for a specific piece of equipment and the RSView32 is designed to as a piece of software to be run on a PC.

The newer Rockwell platorm Factory Talk, is designed to take the place of both pieces of software you asked about but will only interface with more recent versions of the Panelview (I think it has to be a panelview plus). There is a machine edition version of Factory Talk for the panelview and a full blown version that is a SCADA.
