Hello there, 

We're trying to test for vulnerabilities and provide security measures to prevent cyber attacks on PLC ( generally any PLC, as of now we target AB PLC ). But, with the available funds, it isn't possible to buy an actual PLC. What would be a better alternative to this? If emulating  one would do, will it be a better fit for our tests? 

Since we're newbie to these, any detailed explanation would really be helpful. Thanks in advance.

RSEmulate500 is an emulator for the SLC500 PLC's.  It is freely available.  I'm not sure that it would be helpful considering the development you are trying to do, but that is beyond my expertise.  If you are interested in developing for the Control and CompactLogix series, then your best bet may be to purchase a small, used compact logix and the emulate software may be more expensive.
